Frank B. Meyers, JD
Deputy Legal Counsel at the Federation of State Medical Boards
Mr. Meyers is a seasoned attorney specializing in healthcare regulation and professional licensing, currently serving as Deputy Legal Counsel at the Federation of State Medical Boards (FSMB). His expertise extends to the intersection of law, healthcare, and technology, with a particular focus on the use of Artificial Intelligence (AI) in these fields.
Since the announcement of Chat GPT by OpenAI in November of 2022, Frank has been deeply involved in studying its capabilities, as well as other AI models such as Claude by Anthropic, Llama by Meta, Mistral Instruct by Mistral, and many others. His studies have focused on how these models can process complaints from the public, with a dual goal of building a tool that FSMB's member boards can use to improve government regulation, and identifying risks of such tools, such as hallucinations or incorrect answers.

Sara Gerke
Associate Professor of Law and the Richard W. & Marie L. Corman Scholar, College of Law, University of Illinois Urbana-Champaign
Ms. Gerke is an Associate Professor of Law and Richard W. & Marie L. Corman Scholar at the University of Illinois College of Law. Her current research focuses on the ethical and legal challenges of artificial intelligence and big data for health care and health law in the United States and Europe.
Professor Gerke has over 60 publications in health law and bioethics, especially AI and digital health. Her work has appeared in leading law, medical, scientific, and bioethics journals, including JAMA, Science, and Nature Medicine.
Professor Gerke previously served as an Assistant Professor of Law at Penn State Dickinson Law. Prior to that, she held the position of a Research Fellow in Medicine, Artificial Intelligence, and Law at the Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics at Harvard Law School.

Eric Eskioglu, MD

Mr. Eskioglu is former executive vice president and chief medical, scientific & innovation officer for Novant Health. In 2022, he was recognized by Modern Healthcare Magazine as “Top 50 Most Influential Clinical Executives” and “Top 25 Innovators.”
He obtained his MBA at Vanderbilt in 2022 and was recognized by National Poets & Quants Society as one of the top 100 Executive MBA’s of 2022. At Novant Health he provided operational, strategic, clinical, and cultural leadership to ensure the delivery of high-quality, cost-effective, and patient-centered care across Novant Health.
Dr. Eskioglu oversaw all medical staff and lead the safety and quality teams and initiatives. In addition, he was the leader of 8 Novant Health Clinical Institutes, Novant Health Research Institute, Pharmacy with its entire P&L, healthcare economics group as well as Co-Executive Director for Novant’s Institute of Innovation and Artificial Intelligence.
